It's a canon/artillery mount - the circle thingy is the rail it traveled on, so that it could be aimed at any point along the azimuth. So, what do I get for being right? Cash in denominations of $10 or more is acceptable. But I'll take bragging rights.

Aww.. Sonarman won, I was going to guess a neolithic alidade from a giant lost ship.
